The Melbourne Casino was not included in this
analysis and, if it were, the Casino would
have to be treated separately because it
operates on a larger scale than any other venue,
and
draws a high proportion of patrons from non-neighbouring
regions. Given this, the Casino
would therefore present as an “outlier” in any
analysis undertaken.
Throughout this paper, comparisons are made
between our findings and those in the
Productivity Commission’s draft report. The
Commission’s final report was published after
we had completed our econometric analysis. In
terms of comparing our work with the
findings included in the Commission’s final
report, a number of points should be made:
In the final report, the Productivity Commission
explored three relationships:
- The link between the number of gaming machines
per ten thousand adults in each
region and the median weekly income per person
in those regions;
- the link between average annual expenditure on
gaming machines per adult and the
number of gaming machines per 10,000 adults in
each region; and
- the link between average annual expenditure on
gaming machines per adult and
median weekly income per person in each region.
The second of these relationships is similar to
the work conducted by KPMG.
- However, KPMG also explored the link between
gaming expenditure and number of
gaming venues, as well as EGMs.
